Mark Uncapher Shares Maryland’s Budget Woes with OWRC
At the March 24th meeting of the Olney Women’s Republican Club Mark Uncapher painted a gloomy picture of the budget for the state of Maryland if things don’t change.
The bad news:
- Projects were designed without the funds to pay for them.
- Health care for the poor (Medicaid) is consuming an ever larger portion of the budget.
- Planned tax revenues (mainly taxes on the very wealthy) have not materialized. Many have divested themselves of property,relocated to a cheaper state, or changed official residences.
- Buyers are making purchases in jurisdictions with cheaper sales taxes.
- We’ve borrowed from Peter to pay Paul. Medicaid has been funded with money from transportation funds.
- New liquor taxes will go back into the general funds rather than Medicaid debts.
- Mass transit taxes will go to pay for new projects—not for improvement of present systems.
- The US congress gave with one hand and took with the other. 1.The House offered extra money to expand Medicaid. 2. Maryland expanded Medicaid. 3.The Senate bill did not include the extra money. 4.Maryland spent money and didn’t get reimbursed.
The result: 30 billion dollar shortfall in pensions for state employees. GASP!
The good news:
The Republicans have a plan. By slowing the growth of spending, money can be returned to the transportation funds, the gas tax can be eliminated, and the increase in sales tax can be reversed. We need as growing economy where jobs are created. Budget cuts alone won’t lead to a better life style.
